Kevin Meiners is the Managing Member of Huddle Up Associates, LLC.  Founded in September 2020, Huddle Up Associates delivers strategic and operational consultation services with a focus on national security and intelligence issues.  The Huddle Up Associates portfolio consists of academic, non-profit, FFRDC, and national security-related industry positions.  Mr. Meiners’ 36 years of Federal Government experience offers an in-depth and comprehensive understanding of DoD and Intelligence Community procurement and resourcing practices and processes.

Mr. Meiners began his career as a GS-5 electronics engineer at the Space and Naval Warfare Systems Command (SPAWAR), he later moved to Naval Air Systems Command (NAVAIR), cutting his program management “teeth” on airborne reconnaissance programs such as VPU Special Projects and the EP-3E airborne reconnaissance aircraft.

Throughout his career, Mr. Meiners has served in a variety of leadership positions within the Intelligence Community. As the Director of Advanced Technology within the Defense Airborne Reconnaissance Office (DARO), he oversaw the development of the fledgling Unmanned Aircraft Vehicle (UAV) programs.  As the Director of ISR Systems within the Assistant Secretary of Defense for Command, Control, and Communication (ASD/C3I), he developed long term acquisition strategies for future overhead ISR satellite programs, ground systems (DCGS), and ISR communications links.  Later joining the Undersecretary of Defense for Intelligence USD(I), Mr. Meiners then oversaw and managed the Military Intelligence Program (MIP).

In his last government assignment, Mr. Meiners joined the ODNI in July 2013, where he served as the Deputy Director of National Intelligence (DNI) for Enterprise Capacity. In this role, he was responsible to the DNI for all matters pertaining to the IC’s National Intelligence Program (NIP) to include resources, workforce, technology and infrastructure. Mr. Meiners was also the IC Milestone Decision Authority for all Major Systems Acquisitions--co-chaired w/ USD(A&S).
