Minnis has been with the Virginia Tech for over 44 years. He retired from full-time service in 2005 after serving as the rxecutive vice president and chief operating officer for the university.

Minnis continues to serve the university in the role of senior fellow, leading a group of doctoral students in work that supports major initiatives for the university. This includes the Moss Arts Center and Institute for Creativity, Arts, and Technology (ICAT), assisting the Board of Visitors with the 2013 presidential search, guiding and supporting the Beyond Boundaries Initiative, and providing leadership for current efforts to support the development of the Virginia Tech/Carilion Health Sciences Initiative in Roanoke.

Minnis is currently serving as a member of the State Council of Higher Education, and he and his wife, Louise, are actively involved in international volunteer and mission work through the United Methodist Church.
